Windows 10: CMD shutting down my pc randomly

After some seconds a cmd opens and my pc shutts off, I know that isnt any hardware problem because in other users it it runs fine.

I'll try to link a video of it soon.

PC randomly shuts down.


Ones pointed out on PSU voltage seem a bit low, temps on System seem o.k.. Did not go down to the Graphics card. When this shuts down randomly it never restarts right away or does it do it while using the PC ?

 

Windows and CMD- renaming a file in CMD

Steps I've done

Here what happens

• 
  turn on PC
  
• 
  start windows
  
• 
  get blue screen ( message NTFS file)
  
• 
  it reboots returns to diagnosing PC
  
• 
  Diagnose and repair fails
  
• 
  I move to advance options
  
• 
  will not reset windows , I click on CMD
  

things I've tried
commands:

reagentc /disable

reagentc /enable

*************************FAILED
not recognized
**********************************

Please advise
