Windows 10: cmd/windows command processor takes up a lot of ram every time you turn on the laptop

so everytime i turn on my laptop, this thing showed up, and i must open task manager and end task everytime, I wonder what caused this to happen and how to turn it off?

Windows and CMD- renaming a file in CMD

Steps I've done

Here what happens

• 
  turn on PC
  
• 
  start windows
  
• 
  get blue screen ( message NTFS file)
  
• 
  it reboots returns to diagnosing PC
  
• 
  Diagnose and repair fails
  
• 
  I move to advance options
  
• 
  will not reset windows , I click on CMD
  

things I've tried
commands:

reagentc /disable

reagentc /enable

not recognized

"chkdsk" command on "cmd" showing lots of errors

When we ran normal "chkdsk" command on "cmd" it was showing lots of errors. We ran "chkdsk /f" and scheduled it to run at the time of reboot. We rebooted the computer but it is not running the chkdsk at the time of
reboot. How do we fix it please?
