Windows 10: code 0x80090016

I am getting this code when I try to log into my desktop running windows 10. States to click to set up PIN again. When I click that, it takes me back to enter my pin again.

When I try to buy anything at the Microsoft Store, I keep getting error code 0x80090016 .
