Windows 10: Computer "chooses" to be slow?

Hi, recently my computer has been having fluctuating performance for the past 2 or more weeks. Sometimes it is way slower than it is capable of, other times it is really smooth as expected. One thing I have noticed is that when it is slow, the fans tend to be quieter, and if I run demanding programs such as games the fan slowly picks up for the next hour or so until the computer runs fast again. After I stop the game, it remains fast until the next time I shut it down, and the process repeats itself. If I turn it on just for browsing, it remains agonisingly slow. So, my computer is capable of performing but does so inconsistently.


I would like to know what the problem is and how to fix it. Thank you.
