What happens if disable Fast Startup, or shut down completely instead of the hybrid shutdown?

Your power button settings are set for sleep mode. Change to power off will fix

 

I had this issue. What fixed it for me was to roll back the driver for Intel Management Engine interface.
I went to Device Manager and under System I found this entry and rolled back the driver. It now shows version 9.5.15.1730. Read this on some forum and it seems to work for me.

I used this batch file to turn off Fast Startup. Seems to have worked as I could never get my Lenovo K450 Desktop to completely shutdown when I pressed the power button. It would sometimes work via Shutdown from the Start menu but never the power button.

Ran the batch file as Administrator and for the first time since I moved to Windows 10, pressing the Power Button cleanly shut down the computer.

I had the same problem. I used the the Legacy BIOS mode and MBR format. Tried to adjust power settings (fast startup disabled, and some more), but no luck. Tried this for Windows 8.1 (x64) and Windows 10 (x64), without any luck.
Finaly I build an bootable USB stick (with Rufus) and selected 'GPT partition for EUFI computers'. Then I set the 'BIOS mode' to EUFI (no secure boot) and installed Windows 10 from USB stick. After Windows finished installing, everything worked! I didn't have to change any power settings. Shutdown and reboot worked perfect!

I think this is worth considering.

As it happens, I recently (less than a week ago) reinstalled my Windows 10 but I could only boot with the usb stick if the BIOS was set to legacy instead of UEFI. My Windows is a mess. It's the first clean installation in years that brought me so many issues. I'll see if I can manage to make it boot with BIOS mode set to UEFI and maybe the shutdown issue goes away. Reboot is also not working correctly. Sometimes is shuts down instead of rebooting.

 

This suggestion worked for me immediately! Instead of doing a rollback however, I simply clicked "Update Driver" and let Windows fetch the latest. Rebooted perfectly for the first time!

 

Yes! It worked for me as well. In my case, however, I need to make sure Windows does not update the driver and keep it at version 9.5. I had a similar problem with a video driver. I need to make sure Windows doesn't update to wddm 2.0 for the Intel graphics video, otherwise the Nvidia driver won't work.

Phew, a Windows 10 clean install is a helluva headache.

Same problem here. It is in the power plan that resets to an unknown default every cumulative update. Then, the computer will not shut down or it will shut down and restart instantly. Solution create a new power plan. restart, then default to original power plan, restart and it should shut down normally including the screensaver function. This has been my solution ever since installing win10. I don't think it is a bios issue as I can repair using the above method.

Is this 'creating a new power plan' mean editing the existing, in place plan when the odd shut down/restart occurs, shutdown/ restart, redo the edit back to original, shut down, restart?
I had the weird restart immediately after a shut down for some time and it happened if an external drive was plugged in. Finally I took it into the 'shop' where the machine was originally built to have the technician apply whatever tests he knew. The testing did include editing the power plan and many restarts. The shut down became normal. The consensus was that now I could leave the external drive plugged in and that was true until an update which required a shut down.
I gave up and pull out the cord for the external before shutting down.
The only items left configured to allow 'wake up' on this desktop is the mouse and keyboard. I've gone through every choice in the advanced extras shutting off 'wake up'
So according to your experience if I make a change in the power settings as you have outlined after a cumulative update a normal shut down can be expected even if the external is plugged into the usb3 port?

I just updated a Windows 7 instance to Windows 10, and also migrated to new hardware. At first, everything was fine. Then, Windows 10 would not shut down, but instead, as reported here and many other places, it would reboot when I selected Shut Down and I had to start using the power button to hard-stop the PC.


After reading multiple forums and trying all the suggestions, having come across one comment about Windows 10 issuing a command during shutdown to stop ports, I suddenly realized my last hardware addition might be the culprit.


The SYMPTOM of this issue manifested itself not only as a refusal of Windows 10 to shut down (the PC would reboot instead), but ALSO, a failure of the USB ports to turn off at shut down. The reason I came to notice this is because I have this novelty USB Christmas tree with color-changing LED which my wife bought me some time back. In this case, the tree would continue to stay lit after hard power off.


But, after having upgraded, I had forgotten one old 16-bit PC card from my old PC, a 3-port 1394 Firewire interface I use from time to time to capture video from cameras only equipped with firewire.


The firewire card, a TI 1394 controller, had installed and was functioning correctly - I tested it with some video capture from an old Sony Digital Hi-8 camcorder I use for those old home movies - but when I uninstalled the card, PROBLEM SOLVED. The PC now will shut down.


When I re-install the card, the problem returns and the Windows 10 shutdown will not turn off the PC but rather will reboot it, and the USB ports stay "lit".


I suspect some people may have old peripheral cards which Windows 10 does not fully support, in which case when they fail to respond to the command to shut them down, the PC reboots.


In my case, from time to time I'm going to have to install the card to capture, but it's rare enough these days that it's easier to leave the thing out AND have a proper power down upon Shut Down, than to leave it in and to have to power off the PC BUT to have the USB ports still up and running afterwards (the power supply didn't turn off the 5 VDC to the USB because of some issue, presumably, with the OS' inability to stop the 1394 daughter card).


Microsoft, this seems like a bug in Windows 10. Windows 7, 8, and 8.1 didn't do this.

 

I'd like to confirm that downgrading the Intel Management Engine Interface driver to version 9.5 (from version 11.0) solved the problem. My laptop could neither shut down, restart, or wake from sleep properly before that.
