Windows 10: Computer mouse/keyboard/tab being registered differently?

I think the cat may have stepped on the keyboard and changed the setting for something and I don't know how to explain this.

When I press tab, normally it would highlight the first button, however when I press it now it highlights the first for a press second, then the next, then the next until it reaches the last button on the right side of the screen.

When I left-click, the computer registers where I clicked by again, it seems to assume I've pressed tab and highlights the next row of buttons until it's stuck highlighting the button at the right-most edge of the screen.

I was using my game controller, and the left joystick automatically moves my character to the right until it hits a wall or something even when I'm not using any input.

So, from what I can gather, the computer is constantly registering input (that I'm not giving) and making it the right-most input. Because of this I can click the search bar and there's quite a lot I've had trouble accessing.
