Windows 10: Computer Often Begins To Bug and Glitch Out

At random, my computer will begin to bug out. This includes: mouse rapidly moving across the screen without interaction, Microsoft Office randomly opens despite uninstalling it, Chrome will open a new tab, and Chrome will ask for administrator's permission on updating. I have scanned my computer with both Avast AntiVirus and MalawareBytes, so I'm very sure it's not a virus. Another thing I've noticed is that it happens mostly while I'm in the art program Paint Tool Sai with my drawing tablet plugged in. Task bar Notification Glitch/Bug

There is no problem with my settings. I did a repair install today and it was working fine. I reinstalled my usual programs and when I restarted windows, it becomes present. It was never a problem until I updated to creators edition of windows 10 and since
I removed the previous version, I am no longer able to rollback to the previous edition. Also, a clean boot does not work and the problem is not consistent.

EDIT: I can confirm it is a bug that needs to be fixed. It is a display bug that happens (at least in testing) when I duplicate displays. No confirmation on whether it is limited to duplicating but it fixes when I refresh the entire screen by changing a
display setting. Reverting does not immediately present the bug. It just happens

Follow either of these steps to fix the issue with the Active window hiding behind.

Method 1:
I suggest you to disable window by hovering over it with the mouse and check if it helps. To do so I suggest you to try the below given steps and check if it helps:

1. Press Windows key + X key and click on Control Panel.
2. Select or click Ease of Access.
3. Click or tap onEase of Access Centre.
4. Click on Make the Mouse Easier to Use was uncheck Activate Window by hovering over it with the mouse.
5. Check if issue is resolved.

Method 2:
I would suggest you to completely uninstall the touchpad driver and reinstall it. Kindly follow the below given steps.

1. Press “Windows key + X” and click on “Device Manager”.
2. In the list of devices, you should see the touchpad drivers.
3. Right click on the device and then select "Uninstall".
4. In the uninstall dialog, make sure you select the option to delete the driver package from the system. This causes the driver package installed earlier to be deleted.
5. In the Action menu of Device manager, select “Scan for Hardware changes” option. This will cause the device driver to be reinstalled. Once the driver is installed, close all windows and restart the computer.
