Windows 10: Computer won't boot. ierutil error 0xc000012f

Hi. I have an HP Omni 220 that someone has upgraded from Windows 7 to Windows 10. One day, all of a sudden, when I turned my computer on, instead of sending me to the lock screen, I get this error.

It's been like this ever since. Is there a way I can fix this?
