Windows 10: Configuring Windows stuck

My HP PC desktop PC was running very slow. I closed all apps and hit restart, as I've found this usually sorts this sort of issue. Note I haven't run the PC for about 2 weeks - I have McAfee protection installed and it's regularly scanned. When I went to restart there was NO indication at the start button like 'install updates and shut down' or 'install updates and restart'. On restarting the 'configuring windows' screen appeared and has remained unchanged for over an hour. I have followed advice online and waited, then powered off manually, disconnected the power, and then powered up, but the

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
