Windows 10: Constant BSOD

I thought I had finally figured out what was causing my system to crash but I guess not, now my system has a chance either at startup, shutdown, or shortly after startup to blue screen. I've ruled out it being my overclock and maybe the ram because I remember when the bsods got this bad I did have a bad ram stick though its weird because the ram sticks have never failed a memtest but when I did a system stability test and stress tested the ram with aida 64 the test would stop within 3 mins of starting with one of the sticks inserted so I took it out along with another one so now I just have 2 of the 4 slotted right now. Im right now at a full lost as to what is causing this and i've even tried driver verifier and that didnt really help at all and have reinstalled windows at least 5 times or so since the beginning of this year and that hasnt changed anything either.

CPU: I7-8700k OC of 5ghz 1.28v with 2 on AVX offset cpu sits always around 4.8ghz

System File Checker (SFC) tool, but is still getting a stop code. To further troubleshoot the issue, we suggest that you create a new User Profile and check if the issue persists.

To create a user profile, follow these steps:

• Go to Settings. Click Accounts.
• Select Family & other people.
• Select the Add someone else to this PC tab.
• Name the user as Test.
• Leave the password field blank.
• Hit Next.
• Sign in as Test user.

Constant script errors and slow loading pages in 10 internet explorer 11

I have done the steps listed above. They have not helped and I am still getting constant script errors, along with slow loading pages. Are there any other suggestions?
