Found this thread looking through google for solution to the exact same problem. Except that my laptop doesn't seem to share a lot with other people who have had the same problem. I use a Lenovo, so no HP or Asus apps to turn off or disable. I tried disabling touchpad, it had absolutely no effect on the problem.

When the loading icon flashes next to the cursor, it doesn't prevent me from doing anything, so in the end it's just a visual annoyance. A visual annoyance that makes me want to go back to 8.1 since I didn't have this problem until I upgraded to Win10 earlier today...

Did you try stopping processes in task manager one by one?

If you have just upgraded toWindows 10 it makes sense to go to the Manufacturers site (Acer in your case), search for your model and download the latest package of drivers and tools first. If that doesn't fix it, then hunt for the culprit:

Open Task Manager (Click [Ctrl-Alt-Delete] together then select Task Manager, or search for "Task Manager")

You will get a list of processes that are running. If you have Anniversary edition, select "More details" to get the full list.

Under background processes there are lots of utilities, some from Acer, some from windows, some from other suppliers.
Avoid touching obvious software like your antivirus, and Windows system processes like Host Process and COM Surrogate. Try and find things that are from Acer or involved in touchpads and the like.

One by one, right click on processes and then "End Task". Keep closing tasks until the flashing icon stops. The last one you closed is the problem.
    Either:
    - go to the supplier and get a new version of the problem software for Windows 10
    - you could try right click>Properties - Compatability Tab and select Compatability mode for the last version of Windows you had.
    - if its not useful (like SmartGesture in earlier posts) you could remove the program.

Anything you stop this way will restart at the next boot, so you are not permanently damaging your system. The worst you could do is cause a crash. If you stop a critical task like Explorer it will just restart straight away.

Ummm ... did you read any of the thread before posting?

Suggest you read the above and try first before asking a question, and including "what I've already tried" in it.

Again .. did you go through the steps described in task manager?
Did you recently upgrade to Windows 10? Did the problem start then?
Did you go to Dell and look for driver updates?
Post and say what you have done so far.

[People have been posting for 13 months on the blue circle problem. If you just write "I have a blue circle, what do you want us to say? What can we offer if you are not willing to try anything or give any me information? The community is helpful but not psychic. Put a little effort in and you will get something out.

Or maybe I am stupid. Perhaps you could explain to me, should I be getting on a plane and flying to your town, come to your house and work it out for myself? Am I lazy not to want to skip my breakfast to read your whining post? Can I feel more pity for you than the self pity you show?

If you made some effort to a) try and diagnose based on the detailed instructions people have troubled to write for you, and b) made some effort to type a message saying what/when/how, then someone might think its worth making a gift of more of their time. If you seemed genuine, in Win 10 a helpful person can use the Get Help app to see your computer and do the steps in task manager, but why they would want to do that when you can't be bothered Googling "Dell driver update windows 10" or look up your model number, I don't know.]

    So, again:

FIRST, go to Dell website and download and instal the latest drivers for Windows 10 for your model.

    If not fixed....
Open Task Manager (Right Click Start Menu> search for "Task Manager")

You will get a list of processes that are running. If you have Anniversary edition, select "More details" to get the full list.

Under background processes there are lots of utilities, some from Dell, some from windows, some from other suppliers.

    Either:

  9. I know nothing about Dearelliot's situation, but for some of us, the the task manager option is not practical. When the blue circle comes and goes - lasting anywhere from several second to over 30 minutes - there is no way to tell whether killing a process fixed the problem or was just coincidental.

This problem started for me when I upgraded from 7 to 10 many weeks ago and I have been trying to find a solution ever since, no luck.

I don't have Simplepass or Smart-Anything, no HP or Asus, no Dell or Lenovo, no obsolete drivers. I have a Toshiba laptop with perfectly up-to-date drivers and I have been systematically stopping processes in the Task manager for months. One by one and two at a time. I have disabled or uninstalled anything suspect that might be constantly trying to update itself in the background, only to enable or install back when proved innocent.

This problem is not only annoying, it is a shame because a useful tool is lost to me, the actual reason why the cursor is supposed to spin if busy.

Just a thought, you could eliminate OneDrive as being the culprit (possible syncing problems) by unticking the box for 'Start OneDrive automatically when I sign in to Windows' in its settings. Then reboot. If still the same you can re-tick the box. Another culprit could be a particular backup program possibly.

Thank you for offering a ray of hope, it didn't work but it was good while it lasted. It also gave me the cue to get rid of something I was never going to use anyway, OneDrive. I still have an spinning cursor, but no OneDrive so I appreciate the suggestion.

  14. That process you liked to disabled Click to Run, deleted some files, and re-enabled Click to Run. Any reason to re-enable it if I'm using an old (pre-Office15) Office? Does Windows use this service for anything other than the current Office?

  15. I had read using Task manager and disable "One Drive" may resolve. But...I'm not sure what I may be losing by disabling "One Drive"
if one drive can easily be re opened,
I do have pictures on One drive, actually I have pictures all over, it seems when I download pics they go to one drive, pictures etc
Please understand, I'm 82 I don't seem to learn quickly or remember what I learned very well. funny, it didn't used to be this way.
I suppose the answer is go back to using a pen and paper, if PCs are so difficult.
