Windows 10: Constant flashing loading icon (blue circle) next to my mouse.

If you have the same problem I do, disabling OneDrive in the task manager or anywhere else may not be the solution, it did not work for me.

But something else worked. I noticed that the only running process in the Task manager I had never stopped was Chrome. Even if I was not using it, it kept showing up so I tried. I disabled it and the spinning cursor stopped.

Once I unticked the "Let Google Chrome run in the background" option, no more blue circle! It worked for me, I hope it works for you, good luck!

I am running Windows 10 Pro and Office 365 and it got rid of the blue circle I had.

 

I am experiencing this same issue, and have narrowed it down to the use of Adobe Acrobat Reader DC. The issue only started when the Windows 10 Anniversary Update was applied, but I see the working circle next to the arrow the entire time I have any PDF documents open. I checked to see if there are any updates for Reader DC, but Adobe tells me I have the latest version. Does anyone know if there are specific settings within Reader that should be tweaked to eliminate this issue? I know I could switch to a different PDF reader, but I use the notation functions, both for myself and to tweak those made by coworkers, so I'd like to be able to stay with this software.

 

This has started happening to me when I got the windows anniversary update a few days ago. it isn't constant only when I try to load something on steam like the market or store, but they wont even load it just stays at a black screen with the blue circle flickering.

 

Hi I just wanted to say thanks for this - this was driving me insane and thanks to this post I was able to narrow it down to Adobe Acrobat Reader DC. As soon as I quit out of it, the problem went away. Adobe will hopefully have an update soon as I am running the most recent version from Creative Cloud.

 

Go to Task Manager, right click on Asus SMart Gesture Loader and click on End Task. This will stop the flashing circle

 

Yes! I solved my problem by cutting down all the possibilities. I didn't have any of those fingerprint, biometrics apps on my laptop as suggested to disable by others, so i decided to close everything, and when i closed everything, i no longer had the issue with the blue ring spinning, so i started to open everything again one at a time, and the blue ring spinning thing started after i opened an adobe reader document, and stopped when i closed it. I updated my adobe, troubleshooted for any issues on the adobe app, and reinstalled it. I no longer have the issue!

Mine fixed when i opened adobe dc, went to help (up the top left), then went to repair installation. It repaired it after about a minute, and i no longer have the blue ring issue, and my adobe is working well *Smile Good luck!

 

I had this issue on my Dell Latitude E6540. Turned out to be the OneDrive app trying over and over again to do something...turned it off, seems to have fixed the issue.

I take it back, happening again...tried disabling hardware acceleration in chrome...we shall see.

I just joined this forum to let you know what solved it. My battery was dying and it kept showing charging, not charging. While the battery was in the laptop i kept seeing loading circle next to cursor. When I took the battery out, it stopped. I put in new battery and everything is OK.

I also just joined to let everyone know what fixed this problem for me. I was looking through my task manager when I stumbled upon the Autodesk desktop app. For some reason this had been running in the background. The minute I closed it the problem stopped. If anyone else is experiencing this problem and has previously downloaded an Autodesk program I would recommend checking for this.

 

I have no Biometric device and this problem has been happening for weeks

 

Allison79. go to your HP SIMPLE PASS click on your settings and uncheck Launch Site. It will fix the Problem

 

Going into Event Viewer | Windows Log | Application I found multiple Errors. There was a dll trying to start for McAfee Agent but couldn't "Activation context generation failed". The point is, It could have been anything. The Blue Busy Circle means something is trying to start but can't. The challenge is trying to find out what program that is.

Killing processes one at a time in Task Manager, Services or Startup seems very labor intensive and likely to crash your session. Starting in Safe Mode, then adding programs one at a time might be better, but I haven't tested it.

 

I notices this happening only when using firefox web browsers (cyberfox and palemoon) running an adblock app. I tried a different adblock app and the problem went away on both browsers.
