Based on the information you have provided in your post; we need to do further investigation. To assist you better, we'd like to know the following:

• Have you tried using a third party software to manage the disk partition?
• Did you format the drive?

We suggest that you check for the drive in the Disk Management and look if it appears. Follow these steps:

• Log on as administrator or as a member of the Administrators group.
• Press Windows+R key and type diskmgmt.msc and then click OK.

Look if the Drive F: appears and check if it is unallocated.

If the issue still persists, we recommend that you try running the Hardware and Devices troubleshooter and check if it helps. It checks for common issues and make sure that any new device or hardware attached to your computer was installed correctly. Follow
the steps below to run the troubleshooter:

• Click on the search bar next to Start Menu.
• Type "Troubleshooting" without the quotes and click on Troubleshooting.
• Click on View All on the left panel of the screen.
• Click on Hardware and Devices.
• Click on Next and follow the prompts to run the troubleshooter.

If the above steps didn't work for you, you may proceed to uninstalling all the USB entries from Device Manager. To do so, refer to the steps below:

• Click on Start and typedevmgmt.msc, and then click
  OK. Wait for the Device Manager to open.
• Expand Universal Serial Bus controllers. ( You might have to scroll down the list to find the item.)
• Right-click the first USB controller under Universal Serial Bus controllers, and then click Uninstall to remove it.
• Repeat step 3 for each USB controller that is listed under Universal Serial Bus controllers.
• Restart the computer. After the computer starts, Windows will automatically scan for hardware changes and reinstall all the USB controllers that you uninstalled.
• Check the USB device to see whether it is working.

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.
