Windows 10: cookies

This will sound odd, But I need to make sure Technology has not advanced into the realm of SuPErFraKiNStuPiD. I need help Turning on my enabled cookies. That is correct I need help finding the Enable button to turn on the already ENABLED cookies option. Again I understand this is an odd request. I have been building computers for the last 40 years. and until recently I was under the impression that every browser had 1 set of options ON AND OFF or ENABLE and DISABLE. But I have been told repeatedly to reenable my Cookies that ARE enabled. So please Can someone point me to the ENABLE ENABLED
