Windows 10: Corel Paint Shop Pro X freezes on splash screen at "Starting up..."

Anyone know how to get Corel Paint Shop Pro X to work on Windows 10? The installation completed without any errors, but when I try to start it, it keeps getting stuck on the splash screen at "Starting up...", and I even tried setting compatibility to Windows 7, but it still doesn't work. Here's where it gets stuck:

Windows 10 latest update.

The update that occurred 10/01/2016 to Windows 10 has disabled some non-Microsoft software. Jasc Paint Shop Pro 9 for one, there may be others. Any help? Says "The feature you are trying to use is on a network resource that is unavailable." Paint Shop
Pro 9 worked fine up until the latest update. What happened?

 

I have never heard of version X10. It goes from X9 to X 2018.

 

Corel Paint Shop Pro X is the rebranded version 10 of Corel Paint Shop Pro (PSP), rather old. It may also be a problem between 32-bit and 64-bit version of Win10.

The latest version I've been offered in E-Mail for Upgrading is X9, seems Corel is changing the nomenclature of programs but haven't with WordPerfect yet.
