Windows 10: cortana has speech packages to load

I keep getting "cortana has speech packages to load" messages when I try to use. cannot find any evidence of anything loading, nor can I find what the hell the message is talking about

To better assist you with the issue you're having with adding a speech package, we'd like to know if your Wi-Fi network connection is set to metered. If so, we suggest that you turn it off with the steps below:

• Click Start, then Settings.
• Select Network & Internet.
• Go to Wi-Fi, then click Manage known networks.
• Select the Wi-Fi network, then click Properties.
• Turn off Set as metered connection.

Windows 10 Speech Packs

Could anyone tell me where I can get another copy of microsoft-windows-languagefeatures-speech-en-gb-package, this is not listed under language packs as suggested by another community member. .

I attempted to load this from the options in the language and settings area of Windows 10 and it failed to load an now all of the options have gone from the screen. I need this to get Cortana to run.

Please make sure your Country or Region, Language, and
Speech Language settings are all aligned with one of Cortana’s supported locale configurations.　 If these OS settings are not aligned, Cortana will not be available in proper language. For example, Cortana will not work properly
if your country is set to United States, but the Windows display language is set to English (United Kingdom).



I suggest you to try to turn Cortana off and then try turning it on back and check. Refer to the steps below to turn Off and On Cortana:

• Open Cortana.
• Click the hamburger button in the top left of the window.
• Go to Settings and click on off.
• Follow the same steps to turn it on.
• Check if issue persists.
