Windows 10: Cortana not working properly

I would suggest you to follow the below steps and check if it helps:


Click on the Search Bar next to the start button on your taskbar

• Next click ‘Hamburger’ on top of jumper Menu, navigate to Notebook Icon> Settings> Hey Cortana
• 
  
  Under Respond best click ‘Learn my voice’ then‘Start’
  
  Cortana gives you six phrases to repeat so she can get familiar with your voice. Example:
  
  Hey Cortana, do I have anything on Saturday?
  
  Hey Cortana, what's the traffic like on the way to work?
• 
  
  Repeat all phrases that Cortana gives. Once done try to command Cortana with your voice and see if it works.

I would also suggest you to turn off cortana and turn on and check if it is working fine, kindly follow the below steps to turn off cortana:

• Type Cortana from the search bar on the taskbar.
• Then, from the left pane click the settings button
• Under "Cortana" (the first option) and slide the pill switch to the Off position.

Corrupt cortana not displaying properly


As per my below image, when I open cortana the display does not look right. There are three options under "can I be of assistance?" (or one of the other sayings things it puts there) which only become visible when I hover over them. I don't believe this is the proper behavior. Also in the "pick up where I left off" section it just oddly shows icons of the program I was using and doesn't give the name of the file. I don't believe this is the correct behavior either. Clicking on one of the icons opens up a recent file.

I tried following these steps with no luck - Reinstall and Re-register Cortana in Windows 10 | Windows 10 Tutorials

Any other suggestions are welcome.

I suggest you to login to the Microsoft account and try the below steps to enable Cortana to work efficiently.
If any of these functions like Start Menu, Settings, Search, Cortana, Microsoft Edge, Action Center and other Windows components are not responding properly, follow these below methods and check if it helps:

• Open the Task manager. Here’s a tip: Press CTRL+Shift+ESC.
  
• Click File > Run New Task
• Make sure you have a check mark beside “Create this task with administrative privileges”
  
• Type Powershell
• Type the following in the Powershell prompt:
  
  $manifest = (Get-AppxPackage Microsoft.WindowsStore).InstallLocation + '\AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest
  
• Close the Powershell window
• Reboot the computer and check if it helps.
