i couldnt open turbo c thorugh cmd ,it shows

turbo c++ programming application issue

It appears that you downloaded a compressed package that was supposed to include an installer for "Turbo++ 3.2" and that either the download was corrupted or your attempt to extract the contents of the package did not work correctly.

Turbo C++ is a discontinued product, but if you really want to use it, perhaps you should check out Embarcadero:

I really can't recommend any of the third-party web sites that purport to have Turbo C++ 3.2 for download, but if you're determined to get it, try one of these:
