Windows 10: Couldn't turn on Windows Defender Real-Time Protection, everything is grayed out/not...

I have no idea when this issue occurred, or how, I just started receiving notifications like "Turn on virus protection" and whenever I open Windows Defender Security System, I only see these [screenshots below]. When I try to run a scan, it doesn't work, saying it's not available, I can't even update Windows too because they said this device is not quite ready. I've tried using Malwarebytes but it didn't solve this problem. I used Norton to scan my laptop too but it didn't work either. I've tried several steps to solve this issue, they get theirs solved but it doesn't work for me. I don't know if I'm doing the right thing or it just doesn't really work for this issue, though there's been a lot of posts related to this. I think it's because of some software I downloaded? Idk. I even ran a scan using Microsoft Security Scanner but it says there's not malware, virus, spyware etc. found. It didn't fix this. When I try starting Windows Defender thru running "services.msc" (this is one of the steps I saw) this pops up (screenshot below).

Turn On or Off Windows Defender Real-time Protection in Windows 10  

• Windows Defender Network Inspection Service Windows Defender Service are not running they also grayed out like i should you on screenshot but my Base Filtering Engine service its running...

their both grayed out.....

 

Windows Defender Real-time Protection will not turn on

I've done the exact same steps and same for me. Still won't turn on. Anyone have a way to muscle defender into turning on real-time protection?

 

Windows Defender Real Time Protection Turned OFF

When I go to Windows Defender security center i get something like 'your device is being protected'.

But when i open the windows Defender Desktop App home tab, i find that the Real Time Protection is disabled and grayed and i constantly keep on getting notification messages to turn On real time protection .

When i go to windows defender Virus and Threat Protection settings, Real Time Protection is ON but greyed.

I dont know if the rephrase of my question makes a difference and brings a different understanding .
