    My CPU usage sometimes locks at 16% then fixes itself around a minute or two later, its getting very annoying trying to do anything. The problem occurs randomly, sometimes even minutes between each other. Ive seen other posts where theirs are always locked on 16% but mine switches between unlimited usage and locked usage

    Usually, too many background processes can boost your CPU usage. Since you already disabled the apps that are not necessary on startup,
    we suggest checking the applications running once you have successfully boot Windows 10. To do this, simply follow the steps below:

    • Click on the Start button and type Task Manager on the search box.
    • On the Task Manager window, you should see the programs running.
    • Click on the More details drop-down button to see the total number of apps running and their real-time CPU usage.

    From there, you should see what applications are running on high CPU usage. You can also
    restart the Windows Management Instrumentation service and see if your CPU performance will improve. Follow the instructions below to restart the service:

    • Click on the Start button and type Services.
    • Scroll down the list and look for Windows Management Instrumentation.
    • Right click on it and select Restart.

  3. CPU usage limited to 16% after Win10 UPDATE

    Just to add more info, these are some screen shoots of my task manager. CPU usage is never more that 16%, even if multiple process are requesting more power. See next pics.

    CPU usage limited to 16% after Win10 UPDATE

    Hi, just after this last big windows update (I installed it on May 31st 2018), my computer CPU usage is fixed to 16%, no matter how many apps I have running. All process have to share only that 16% CPU power and that for sure makes everything slow.

    Is there any possible solution to that? I already run system diagnostic and all checks I have and nothing shows as a virus or similar. This seems to be something that have changed with last Win update.

    This si my system and CPU details.

    Please find a solution, computer can not be used at a 16% capacity.
