Windows 10: Create Restore Point Error in Property Page 0x81000203

Don't know how this problem started but I can't create restore point. Followed numerous troubleshooting advise from the web for several days but nothing has worked. Obviously looking for working solution. SFC is OK, DSIM is fine, ran several other suggestions including regedit to policies and RestorePoint is set to 1 (had to add this), not novice to working with regedit and always do full backup using Tweaking.com seems to make a more total and accurate reg backup. Tested memory and other hardware components, all good. I should mention that I'm running Windows 10 Pro on Dell Studio 1747 which is about 10 years old and only driver that can be in question is the video driver which is the last one that AMD ATI put out for the AMD Mobility Radeon 4650. Ran SFC and errors were found this time around and fixed (issues were found in ...SysWOW64\Magnify.exe and repaired, also in ....Programs\OneDrive.lnk and repaired from store.

Before all this I ran a list of Malware scans, MRT, Malware Bytes, Root Kit, Adware, etc. (found a good site that listed all the tools to use and in what sequence) all came back OK. Last thing I want to mention, may or may not be relevent but AOMEI Backupper came back with error and not able to make disk image, sent email to them and waiting for response.

Problem with creating a restore point

In System Property box, under Protection Settings in the display frame no drive appears - just the word, "searching." in a separate dialog box there is an Unexpected Error message: "System Restore encountered an error. Please try to run System Restore
again (0x81000203)."

How do I fix this unexpected error so I can create a restore point?

System Restore Errors 0x8004230F 0x81000203

I occasionally create a Restore Point when installing or uninstalling (I use Revo).
All of a sudden I've been getting errors with the codes 0x8004230F and 0x81000203.
I have made no changes so I am at a loss as to what has happened.

Any ideas anyone?

PS: I have tried the available suggestions regarding using GPEDIT to ensure Shadow copy services are started.
