    This happened twice. Just the download took over 4 hours. Why did the 'tool' not save the raw data?

    I deleted $Windows.~WS, then tried to delete $Windows.~BT, got:

    15341 items recycled
    Time remaining: More than a day
    Items remaining: 0 (0 bytes)

    Weird: More than a day to delete 0 bytes? So, I executed the batch file (as you suggested)

    takeown /F C:\$Windows.~BT\* /R /A
    icacls C:\$Windows.~BT\*.* /T /grant administrators:F
    rmdir /S /Q C:\$Windows.~BT\

    It did something; then, I got many like these, even though I was running shell as administrator:
    C:\$Windows.~BT\NewOS\PROGRA~1\COMMON~1\MICROS~1\ink\tiptsf.dll - Access is denied.
    C:\$Windows.~BT\NewOS\Windows\System32\wsock32.dll - Access is denied.
    C:\$Windows.~BT\NewOS\Windows\WinSxS\AM3242~1.1_E\bthprops.cpl.mui - Access is denied.
    C:\$Windows.~BT\NewOS\Windows\WinSxS\AM3540~1.356\MicrosoftEdge.exe - Access is denied.
    C:\$Windows.~BT\NewOS\Windows\WinSxS\X8BCCA~1.0_N\System.Transactions.dll - Access is denied.

    So, I tried to delete (as administrator) folder NewOS, and failed:

    Folder in Use
    The action can't be completed because the folder or a file in it is open in another program.
    So, your Method 1 failed.
    Method 2, step 5 is: Rename the file as AllowOSUpgrade
    But… If OSUpgrade were not allowed for some reason, would the program not tell me that from the start, instead of telling me 'We're not sure what happened'?

    I understand that you are facing issues while creating Windows 10 Media on your PC. For further clarity on the issue, please respond to the questions below.



    1. From where did you download the tool?
    2. Which build version of Windows 10 are you using to run the tool?
    3. Have you tried using any other USB device to create the media?
    4. What is the size of the USB device that you are using?


    Usually, when the media creation tool starts the download of the ISO it will be stored in the temporary folder until the time download is complete. Once the download is complete, the tool will start creating the media on the USB.



    Method 1:



    One of the things I suggest you to do is resetting the Media Creation Tool settings and then try using a different USB to create the media.



    1. Press Windows + E key to open file explorer.
    2. Now open C drive and click on
      View
      on the top of the window.
    3. Now click on Options and select the
      View tab under Folder options window.
    4. Now click on the radio button Show hidden files, folders, and drivers.
    5. Click on Apply and OK.
    6. Now delete the $Windows.~BT &$Windows.~WS folders.


    If you face any permission issue, run the below commands in command prompt to delete the folders.



    • Open Start Menu and type CMD.
    • Right click on it and click Run as administrator.
    • Now run the following commands:
    • takeown /F C:\$Windows.~BT\* /R /A

    • icacls C:\$Windows.~BT\*.* /T /grant administrators:F

    • rmdir /S /Q C:\$Windows.~BT\
    • Once the command is executed run the below command:
    • takeown /F C:\$Windows.~WS\* /R /A

    • icacls C:\$Windows.~WS\*.* /T /grant administrators:F

    • rmdir /S /Q C:\$Windows.~WS\
    • Once the command is executed type exit to close the command prompt window.


    Method 2:



    Try changing the registry settings for Media Creation Tool and see if you are able to create the media.



    Note: Important this section, method, or task contains steps that tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow
    these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs.

    1. Press Windows key + R. This will open
      Run. Alternatively, you can go to Start and search for Run.
    2. In Run dialog box, type regedit and hit enter.
    3. Now navigate to the location: Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\WindowsUpdate\OSUpgrade
    4. On the left hand pane right click select New and then select
      DWORD (32-bit) Value
    5. Rename the file as AllowOSUpgrade
    6. Double-click on the file and then change the
      Value to 1
