Windows 10: critical error your start menu is not working. we'll try fixing the next time you sign in

I get above when I tick the window button

I went to dell support and followed the steps mentioned in the URL below. However issue still there

Also this PowerShell command has not helped ?

Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

I am getting the following error message for the start button.

Critical Error

Your start menu isn't working. We"ll try to fix it the next time you sign in.

Sign out now

I am not doing anything to fix it. I am giving time to "them" to fix it. I am using my laptop with windows 8.1 to do my work. I won't be updating my laptop to windows 10, anytime soon (till the problem is fixed).
