Of course an ISO will be available, there's no question about it, how else would people be able to do new installation, it's just a matter of licensing. Up til now it was always released but in two speed rings.
As languages are concerned, I have an En-US version but with location as Serbia and most of Apps and settings have names and some comments in Serbian which could be a bit confusing because of awful translation.

I hope you're right, but again recording to Microsoft Denmark, that if I start with an English WIndows 10 (nonPro), it will NOT be an option to change language, but if they mean in running OS, or by cleaninstall a new OS, I don't know.

As for now I'm going back to Windows 8.1.1 Danish, and then I'm sure to get Windows 10 in my language Cross language upgrades are not supported - then what to do? :)
Then after upgrading, you and I will know if it is done with an ISO like you write (and I think).

Have you tried Windows 10 Insider Preview?
I installed the english version and have access to different language packs (not danish, yet).
But if we have the possibility now, why shouldn't we have the possibility when launched?
As people have said. UPGRADED (not clean-install) can't be upgraded to a different language. But who says they can't download language packs, like we can right now?

EDIT: Windows 10 editions - Wikipedia, the free encyclopedia
"All mentioned editions have the ability to use language packs, enabling multiple user interface languages. This functionality was previously only available in Windows 7 Ultimate or Enterprise."

Cross language upgrades are not supported - then what to do?

Have you read the official Microsoft-link I gave in #0?

    In short:
Can I choose a different language during the upgrade?
Cross language upgrades are not supported, the free upgrade will be installed in your local language.
You will need install a language pack for English after setup is complete if you are upgraded to Windows 10 Pro or if its Windows 10 Home you will need to install the Windows 10 Pro Pack ($99) using Add Features (Windows key + X > Control Panel).

So if OS is Windows 10 Non-Pro then you will have to pay $99 for an upgrade to Windows 10 Pro as I read his answer.

Cross language upgrades are not supported

Huge difference between upgrading to another language and have access to all the language packs.
You can't choose a different language DURING upgrade. But you can change language with a language pack.

EDIT: Added picture where it says: Windows 10 Pro Insider Preview.
Quote: "“I want to continue as a Windows Insider!” If you want to continue as a Windows Insider past 7/29 there is nothing you need to do. You’re already opted in and receiving builds in the Fast or Slow ring depending upon your selection. This is prerelease software and is activated with a prerelease key. Each individual build will expire after a time, but you’ll continue to receive new builds so by the time an older prerelease build expires you’ll have received a new one. Since we’re continuing the Windows Insider Program you’ll be able to continue receiving builds and those builds will continue to be activated under the terms of the Windows Insider Program."
