Brink after reading your reply I checked for updates, and once again KB4015438 is trying to download. It appears to be going extremely slow if at all. I'll sit back and see what occurs, and if it downloads, and installs I will check for any additional updates hoping to can get KB4016635 next.

The KB4016635 update is not being released via Windows Update, it's only available to download from the Microsoft Update Catalog. See:

Ok finally KB4015438 installed correctly. ~10 minutes to download and ~ 18 minutes to install. Don't know why is was so problematic yesterday, but at least it's done today !

Should I be going to the Microsoft catalog and installing KB40116635 ?
    I'm running Version 1607 (OS Build 14393.969)

Up to you, but there only seem to be two new fixes in KB4016635.

If you're not affected by the issues, downloading more than 1GB seems unnecessary, the rest of the fixes should already be in .969 - if there were any new security fixes MS would, I presume, have put it on Windows Update.

After installing CU KB4015438 on 3/22, I noticed issues with installing updates for Office 2010. Some would install, some would fail, repeatedly. This morning, I uninstalled CU KB4015438 and then rebooted. Hoped re-installing would update the issue of failed Office 2010 updates. When checking for updates, in addition to KB401538, there were also 3 additional CU listed (KB3216755), (KB3216755) and (KB3201845). It took over an hour to DL and install these. Upon rebooting, all the CU updates had installed successfully, a number of Office 2010 updates were installed, but 11 Office 2010 updates failed again. The error code I have been getting is (0x8024a105). Then, upon rechecking Windows Updates, I sometimes get the reply ... your system is up to date. Any ideas? Should I go fetch KB40116635 on Windows Catalog?

Quick question for someone. I uninstalled this update because since it was installed my laptop fan and the update module thing was acting weird - high cpu and disk use. So i unistalled it through control panel. It is now absent from control panel list but is still showing as successfully installed in settings/update and there is no mention of uninstall. Is this normal?

laptop seems better so far since uninstall

No worry. That's just a history log of what has happened. It never logs when an update has been manually uninstalled. Only logs successful and unsuccessful Windows Updates. Just history, that's all.

    tomcat.. thank you.

    Quick couple of questions.

    1. When you run a sfc /scannow, does it use windows modular installer worker process as part of scan? Is this process related to windows updates?

    2. Regarding the normal behavior of windows modular installer worker process... should it be normally bouncing around from 3- 30% cpu usage as well as high disk usage? I believe that is what is/was causing my fan to rev.
It seems calm now (so far) since i unistalled this update. Just want to know for future issue.

Trusted Installer and child process TiWorker are responsible for checking for/processing/maintaining updates. That's the short version. During a Cumulative update process, for example, it's used (among others) to determine which modules of the Cumulative package need to be dealt with. It can get quite complex, but bottom line, it's normal to see it spike for a short time with high cpu and disk I/O.

Okay, I can see that the issue was related to this update as since i uninstalled it the cpu stays calm 0% idle and i no longer see that windows update process. I know i can hide the update to prevent it from coming back for a time. But if I do nothing, how long does it usually take for windows to offer the update again through windows update after uninstall?

I have no idea. If it turns out, and I don't know this, that the update is required (a prerequisite) to get further updates, you may be forced to install it.
