    My experience today.....

    I always set a Restore Point before doing any updates.

    Allowed Cumulative Update for Windows 10 Version 1703 KB4034674 and Windows Malicious Software Removal Tool and Flash updates to apply automatically.

    Since the Creators Update, ALL my PCs are running with metered network connections, whether WiFi or LAN – this one is LAN.

    Cumulative Update download hung at 1% for 3 hours on metered connection. Restarted PC – same again.
    Set connection unmetered – all updates downloaded and installed OK in about 15 minutes – usual restart requested, everything seems to work.

    Today’s Restore Point is still there as are others from earlier Cumulative Updates plus ones that Windows had created automatically (Windows Module Installer).

    Winver now 1703 OS Build 15063.540 Event Viewer showing nothing untoward

    Yes, it's been that way since 15063.0. Seems MS haven't quite got their new update policy for 1703 working as intended *Smile

    And to make it even more confusing, it's inconsistent! The previous CU (KB4032188) on August 2nd went through with the network connection set metered, as (if i recall correctly) did another of my PCs.

    I think it's working great. If the DL size is too big, the update won't get downloaded over Metered Connection (does not fit the quota, whatever it is). A Virus Definition Update or system policy update is small enough and should be able to get downloaded over Metered connections.

    Great that there is that kind of protection. I would not have it any other way. *Smile

    There is that view and thinking about it, I sort of agree but it's not actually what MS say. OK for people like us on these forums but the average user must be completely mystified! *Eek

    Except that it doesn't seem to work that way. A cumulative update tries to download over metered connections, but hangs - while virus definitions are apparently not 'required to keep windows running smoothly' so get blocked.

    Which is what I observed (Post 45) and of course at that point you don't know where you really are because there appears to be an update trying to download but failing. That then begs the question of will other downloads be blocked by the hanging one?

    At that stage one just doesn't know what state Updates are in and, as I did not mention earlier, it does not help to check Update History because it doesn't change until an update either succeeds or fails. A hung download appears to be neither success nor failure - the system is just waiting for something..

    Press the 'Download' button and it downloads over the metered connection and installs normally. That's how it worked in 1607 and earlier versions for ALL updates, be they virus definitions or cumulative updates. It's the way CUs are handled over metered connections that's snafu in 1703.

    @Bree After I rebooted, I tried that and the CU hung again..or is that what you're saying?

    If it's any comfort, if you turn off metered connections when an update is 'hanging' so that it can complete it appears to be fully installed. At least, sfc /scannow and Dism /Online /Cleanup-Image /CheckHealth find nothing amiss.

    The download button almost never appears for a CU (I've seen it just once, after waiting 20 minutes or more). The only way I know to allow the download is to turn off metered connections until it has downloaded.

    @Bree My Download button did appear after the reboot as i said, but then it hung again, until I turned off metered connection when it continued.
    I think we're cross-posting (oops!) *Eek so that should answer your post #55 as what you're suggesting there is what i actually did. Am i being clear or am i confusing things here?

    I didn't bother with the SFC etc checks as everything is working as it should now including "Check for Updates" now telling me that "My device is up to date" and Update History looks correct.

    On another, much less powerful PC:

    Set a Restore Point

    WITHOUT pressing “Check for Updates”, waited until the Cumulative Update for Windows 10 Version 1703 KB4034674 and Windows Malicious Software Removal Tool and Flash updates were offered – this PC also uses Windows Defender so it also had to update the definition files.

    This PC is on WiFi which was metered.

    The updates were allowed to download.

    Once again got to 4% and just hung – I left it in that condition for 45 minutes (dinner time!)

    As per @Brink suggestion, I then set the WiFi UN – metered and did nothing else. Within 5 minutes the downloads were working again and after another 10 minutes, the PC installed them and requested a Restart as usual.

    Winver now 1703 OS Build 15063.540.
    Update History showing Quality and Other Updates correctly, System Restore still OK and Event Viewer showing nothing untoward.
