Windows 10: Cursor lagging on desktop

Hello, so my problem is that my mouse cursor is lagging, it only happens on desktop when im for example in a game or in google it doesnt lag.I have tried using a diffrent usb port, I have tried using a different mouse, I have tried restarting my pc. Nothing works.

To help you with your concern, we'd like to suggest checking if there are unwanted applications running in the background. To check this, follow these steps below:

• Right-click on your Start Menu button on the Taskbar.
• Click Task Manager
• Under Processes, close any applications that are running in the background that are consuming resources on your laptop. Select the program and then click
  End Task.
  
• Next click the Details tab, choose the program that is consuming a lot of memory on your computer and then press
  End Task.
• Check if the cursor is responding slowly.

plz help when i was moving my cursor the with touchpad or a additional mouse .the cursor lag for couple of seconds or when i was playing a video in my system or in youtube. the cursor is lag and a video isalso lag for second plz help
