Cursor reset to default & scrolling goes away on restart

So two things; when I restart my computer my saved and in-use cursor always resets back to the default cursor pack that comes with the system. I had this issue in Windows 8.1 too, but now it's getting on my nerves because I've got to go to the cursor customization panel every time I turn my computer back on for 2 reasons.
The second reason is not one I had in any previous versions. On my laptop touch pad, I always use the invisible scroll bar option on the edge, which you can turn on through the Synaptics settings, which is now found in the same panel I use to change my cursor back.
Is there any way to make these two settings default so I don't have to redo them every single time I turn my computer on?
For the cursors, I download/make individual cursors and customized them, saving the general group in a file I call 'custom cursors', I don't download entire packs. I never have to reload the cursor set I'm trying to use, I just have to pull up the panel and click 'ok' to get back out of it, and this updates me to the custom cursors that were already on there, like the system knew I wanted them, but I just sort of had to remind it to activate them. For the Synaptics issue, I never had the problem before the Windows 10 update and I use the scrolling function a LOT.

    :)

  2. volume box in lower right corner won't go away

My computer restarted after some updates, and now there's this weird blue volume box in the lower right corner that won't go away. My mouse won't work, as the cursor goes behind it, and the touch screen won't work either. There are two columns, with
the left showing volume control, and the right showing "exit" and up/down cursors. Pressing and swiping these does not work. I can't see the task bar or clock behind this box, and can't scroll to the bottom of my screens with this there, so it's super annoying.

Restarting my pc does reset the cursors to default which is a pain as I have to change them back to the theme's cursors but afaik it isn't resetting anything else with the mouse to default.

Cursor reset to default & scrolling goes away on restart

I'm just posting on here again because it's been so long and the issue has NOT been solved. I don't know how it works on here, but this might bring it to the top of the 'recent' list instead of buried under forgotten issues. I guess I still want to know about the cursor thing, if that's even possible, but I'm really, real tired of fixing the scroll bar going away every time I restart my computer.
I use the scroll bar on the side of my touch pad a lot. And the fact I have to update my synaptics settings every single time is getting on my nerves. I didn't have to in Windows 8, 8.1, or 7. So is there a way to fix this?
Is anyone else having this issue, even?

  5. My guess is that the programmers know the only custom set up you want is the one they put in; after all they are the programmer and you are the ignorant end user. Programmers know what you want, and to prove it they won't let you change anything to make it the NEW default. If you were allowed to change the default to what you wanted, then that would PROVE programmers don't know what end users want..........and the know-it-all programmers say: "that ain't gonna happen". But when we get error messages, the programmer don't know how to fix it automatically, instead they say, oh, you can fix that yourself, just figure it out, we haven't got time to help you fix the problem.
