Windows 10: Dcom 10016 Error, have tried multiple fixes, now have 2 runtime brokers, old without error...

Had the error originally with 9CA88...{Screenshot below}. Was causing lock ups one to two times daily sometimes requiring hard reset and screen blinks/flashes throughout the day. This is my fathers PC which I setup for him, brand ****stall dont know how this came about either way resolved that error and a second runtime appeared with a similiar error but I cannot clear this one.


The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID

{2593F8B9-4EAF-457C-B68A-50F6B8EA6B54}
and APPID
{15C20B67-12E7-4BB6-92BB-7AFF07997402}
to the user DESKTOP-501RJJ0\Home SID (S-1-5-21-402075413-2689914656-2927983378-1001) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.


The permissions in CLSID are as follows: Administrators, Users, TrustedInstaller, Home = Full Control

AppID is the exact same.


This is what the permissions look like for both runtime brokers. They are the exact same, what am I missing here.

DCOM error 10016 on shutdown

Is this procedure supposed to resolve the DCOM 10016 errors or the Service Control Manager 7031 errors? The recent MS updates have apparently solved the DCOM 10016 errors I was getting for "Runtime Broker." Now they only happen for Cortana.

It is actually the SCM 7031 errors that I would like to eliminate now.

 

Runtime Broker Process


Runtime Broker was also causing heaps of eventid 10016 DCOM errors in my four comps. Problem was a Trusted Installer permissions one in the Registry. Got a fix for this, though, so these have disappeared.

Sometimes I rebooted. Sometimes I would wait, and then it would un-freeze. It seemed to have a bad interaction with BitDefender. The bitdefender downloader would have all the disk usage. This could go on for 2 hours until I rebooted. Then I looked in the
event log and saw multiple DCOM errors for the runtime broker.

I uninstalled BitDefdender a few days ago. Since then it has not frozen.
