Windows 10: DCOM Error 10016 Causing Windows 10 to Freeze

I am a technician that works at a local IT repairs store and we're experiencing increasing numbers of machines that have been bought in because of "freezing". After some investigation we have narrowed the issue down to DCOM throwing the error 10016 which is caused by a RunTimeBroker not functioning correctly as the files do not have the correct permissions to write to the drive. We have tried multiple fresh installations to the latest version of Windows 10 and the issue still occurs. I have also experienced this issue on my own personal machine and the only workaround I have found is to go into Component Services via Administrative tools and going to the DCOM settings and allowing every component elevated privileges, by doing this I have not experienced any of the above but having to do this on every machine that comes in with this issue is a bit of a nuisance as I'm having to change each and every component's access privileges. Can this be looked into?

DCOM error 10016 on shutdown

I had been getting the DCOM error 10016 on shutdown immediately followed by 4 SCM 7031 errors for quite some time until the MS August 10 updates were installed. I am still getting the SCM 7031 errors but the DCOM 10016 errors have stopped. Has anyone
else had this experience? I am running Win 10 Version 1511 on a desktop.

Is this procedure supposed to resolve the DCOM 10016 errors or the Service Control Manager 7031 errors? The recent MS updates have apparently solved the DCOM 10016 errors I was getting for "Runtime Broker." Now they only happen for Cortana.

It is actually the SCM 7031 errors that I would like to eliminate now.

Well, I am bumfuzzled! I went in to my Event Viewer to take a look before applying the process referenced by Qwinn to fix the 10016 Dcom errors. There were no new ones, so I rebooted several times and still no 10016 Dcom errors! I don't know why, but I'm glad they are gone. Thanks to Qwinn and I will save your reference for future use, if needed.
