Windows 10: delaying start-up and restart

Hello,

After installing the latest update on win 10 Pro version 1903 64 bit, namely KB4505903 and KB4508433 my start-up or restarting time increased from 52 sec to 171 sec. When asking for a restart the PC seems to fall asleep for 171 sec., wakes up and restarts as usual. All I can see is a blinking white block on the screen on the top left corner which moves after 171 sec to the middle and the start-up or restart comes to life. Prior to use a recovery point on the back-up disk, I would like to know whether my problem could be fixed in a better and simpler way. Regards.

Ok, let the powershell command run overnight
If the command didn't solve the problem, the try these steps in order:

1. Disable superfetch service
   • Empty the following folder c:\Windows\Prefetch\
   • Restart the computer
   • Si ça ne marche pas, passer à l'étape 2;
2. Disable the AppXSvc from the registry: change the "Start" key value from 3 to 4 (see the screenshot)

Delay in starting after Restart

I have noticed that when I restart Windows 10 it takes about 7 or 8 minutes to completely restart. When I start from a shut down computer it can start up in 1 or 2 minutes. I am running Windows 10 Professional 64 bit with an Intel Core i3 processor.

Why is there such a long delay after restart?
