Windows 10: Deleted folder reappears after months

I deleted this folder months ago, today i found it again in my download folder, its contents didnt come back only the folder. Same thing happened almost a year ago, different folder but same thing, weeks after it was deleted it come back without its content. I ran EEK, Bitdefender and Windows Defender both time but they didnt found anything.

(To be more precise, Bitdefender did detect a update.exe with gen:suspicious.cloud.4.pu0@aubkoolo in one of the .rar-s i keep in my download folder but it was before the returning folder was created (around 10 min) and when a re-run Bitdefender a 1-2 hour later it didnt detect it again. I also run that .exe on virustotal and it was detected 4/72, Bitdefender wasnt among them.)

I did a complete system reinstall the last time it happened but i would like to avoid it this time if possible. Did anyone had similar thing happening on his/her system? Thank you for your reply in advance. o/

Suddenly reappear a deleted folder

I notices two other strange things.

1. The folder is not complete empty. It has also a folder inside. In this folder is exist also a empty folder.
2. I tried to move the 'Public' folder to wastebin and the I asked from Bitdefender to erase the waste bit. Bitdefender read this name wrong. See attachment.
3. When I confirm to delete it, it said that access denied - See second attachment.

PS: The folder name between the two screenshots is different because I restore the folder, change the name and move it back to wastebin.

 

Reappearing files I deleted

    Open the Command prompt with admin (Windows +x and select Command prompt).
    
  • 
    In the command prompt, type the command below and press enter.
    
    NOTE: Substitute
    Full Path of Folder within quotes below with your folder's full path within quotes instead.
    
    RD /S /Q "Full Path of Folder".
    
  • 
    The folder should now be deleted.
    
  • 
    Close the command prompt.

Trouble deleting a folder

Thanks for the suggestion but it says "delete folder failed for E:\....." for each folder I try.
