Delivery Optomisation using all of network's bandwidth

As far as I can tell, Delivery Optimization is using ALL of my network bandwidth, preventing any other programs on my computer from using bandwidth, and stopping the connections of the other computers in my house. This is despite having the main "allow downloads from other PC's" option disabled, AND setting all of the sliders on the advanced page to their minimum. Is there any way to either stop the program from running entirely, or at least a different setting or something to stop this problem? I know it is my computer, not another, because the problem only occurs when I am connected to the network.

    :)

How does Windows Delivery Optimization detect the bandwidth available?

    Hi Jason,

Thank you for writing to Microsoft Community Forums.

In the heart of the Windows kernel there is a networking stack. It contains a suite of algorithms that would determine the available bandwidth.

You can use the PowerShell cmdlets to monitor the delivery optimization.
Get-DeliveryOptimizationStatusreturns a real-time snapshot of all current Delivery Optimization jobs. For more information, I would suggest you
to refer to the article: Set up Delivery Optimization for Windows 10 updates

Windows 10 - Service Host Delivery Optimization using too much bandwidth even while turned off.

    Hi,

There are two ways on how Delivery Optimization works. When you're trying to download an update or an app, it will look for other PC's on your local network or checks neighboring computer that is online that have the app or update. One of the possible reasons
why Delivery Optimization is using too much bandwidth is due to the files size of the app or update you're trying to download. To isolate your issue, we suggest that you set your device to a metered connection. To do this, kindly follow the steps on this
    link.

In the meantime, you can also follow the steps provided in this article:
Fix network connection issues in Windows 10.
A corrupted or outdated network driver can contribute to your bandwidth
issue. This will be able to diagnose and troubleshoot your issue.

Feel free to post back if you need further assistance.

    • Click the Start menu button (or type “settings” in the search box), choose Settings and click Update & security (toward the bottom of the Settings window).

    • From within the Windows Update tab, click Advanced options.

    • Under Choose how updates are installed, change Automatic (recommended) to Notify to schedule restart:

    • Next, click Choose how updates are delivered

    • Under Updates from more than one place, switch the toggle to Off:
