Windows 10: DESESPERATED!!! 0xC1900101 - 0x30018 error when upgrading to build 1903

I am getting 0xC1900101 - 0x30018 errors when attempting to upgrade from 1809 (10.0.17134.829) to 1903.

The installation failed in the FIRST_BOOT phase with the error during SYSPREP operation.


I have tried to upgrade via Windows Update, Media Creation Tool (https://www.microsoft.com/en-us/software-download/windows10) - both upgrade and via ISO ... same error.

I have tried troubleshooting with:

1. All 9 steps per: https://support.microsoft.com/en-us/help/10587/windows-10-get-help-with-upgrade-installation-errors

2. Windows Update Troubleshooter: https://support.microsoft.com/en-au/help/4027322/windows-update-troubleshooter

3. Resetting Windows Update components manually: https://docs.microsoft.com/en-us/windows/deployment/update/windows-update-resources


Same error.
