    Windows 10

Nvidia Driver version 460.89 for the GeForce GTX 1060

    Intel Core I7-8750H

    16 GB ram

    MSI laptop

Everything was working fine but I routinely do system restores every 2 years for my SSD health and file cleanup. I recently did system restore on my C drive. I have everything updated, installed GeForce Experience with the most up to date driver, and it recognizes my video card. Device manager also recognizes my card and says drivers are up to date. I went to right click on the desktop as usual to access the control panel to setup the 3d settings for my card and games and the simple right click took 3 minutes to load, and then in the menu there was no 3d settings or Nvidia Control Panel. I tried installing the control panel from the Microsoft app store and it would not open, and ended up saying it was the incorrect control panel and to download Geforece experience. The services NVIDIA Display Container LS is not running and when I try to run it it gives me the error Windows could not start the NVIDIA Display Container LS service on Local Computer. Error 14109: A generic command executable returned a result that indicates failure. I have also tried accessing through the executable file at C:\Program Files\NVIDIA Corporation\Control Panel Client with no luck.

Online guides address the right click issue but not the control panel issue, and they say to remove a set of bad registry files files at Computer\HKEY_CLASSES_ROOT\Directory\Background\shellex\ContextMenuHandlers\ that includes nvidia graphics options???

Microsoft Windows, Nvidia or a combination of both are causing the problem. I have also contacted Nvidia about this at: https://www.nvidia.com/en-us/geforce/forums/gfn-tech-support/46/422134/desktop-right-click-long-delay-no-nvidia-control-p/

    Please advise!

    :)
