Windows 10: DEVICE INBUILT SOFTWARE SECURITY SYSTEM.

Hi guys, i recently lost my laptop...tragic! But i have observed that it is an international crisis. I realized that even in the US people lose their laptops and shockingly never get it back! To me its just even more devastating having to live in a developing country. In all this technology,how can we fix this? I have tried to seek out help but if there's none, what can be done so that even if i lose it and the thief flushes it, the original owner can still find it? I know answers are out there!
