Windows 10: Dialog box flashes with "System 32 Echo is off"

I have a dialog box that keeps flashing with the above message. It comes up quickly and disappears before I can read it fully, but it is driving me nuts and I would like to make sure that all my systems are running properly.

perfmon /rel did not list any issues with System 32 echo off. No other issues were noted either.

There have been many times when I see Command windows open and close on a Desktop. Part of the programming for some utilities, I assume. If the line being shown is like the one below, you might open an admin command prompt and type some commands to turn
echo back on..

Of course, the window may be turning echo off so you don't see what is being done.. and it may be innocent.

If you decide to start trying to track down what is producing the window, it may not be easy depending on what you have running on your system. Leaving the Task Manager open and set to see the processes with the CPU activity listed with highest first,
may help give a clue. You do have anti-virus software running?
