why do some activation keys not link to digital license?

Wait, but have you done the whole step-by-step guide described in the OP? DDL/DTS isn't supported natively by Windows 8/8.1 either, unless if you do the steps listed there.

2. Which version of Adobe Digital edition are you trying to download?
   

As per Adobe support, it is compatible with Windows 7. You can try installing it in compatibility mode.

For installing it in compatibility mode, you may follow this step:

• Right click on setup file and click on Properties.
  
• Under compatibility tab, check the option “Run this program in compatibility mode for:” and select Windows 7.
  
• Click on Apply and OK.
  

You may download the
Adobe Digital Edition 4.5.9 version and check if it is works.

PC crash - no digital license recorded

If Windows 10 was already successfully activated on this computer you have digital license (in fact it is just an activation method) no matter is it linked with account or not. The mention of digital licese in account is only informational. See

need to be linked with account.

Quotation: A digital license is a method of activation in Windows 10 that doesn't require you to enter a product key.
