Windows 10: Display flickering plus graphics issues plus not able to reset pc

My problem initially started as an occasional flickering of my display and other odd graphical glitches. The flickering took the form of a snowcrash pattern overlayed with some striped, multicolored lines. This flickering became more and more common until eventually my display would sometimes not return normally and my screen would just go black. Some other glitches that occurred where any areas of my desktop background that I highlighted turning black. This didn't happen every time I booted up. Additionally, I started getting an increase in odd graphical glitches while playing video games. Now, my computer simply won't boot up outside of safe mode it will get bast the bios and the "windows loading" screen and then just go black. I had downloaded all the latest drivers for my Radeon r9 390x but that did not seem to fix the problem. Now I am trying to reset my PC but am getting the message, "there was a problem resetting your PC." I looked up how to fix this and followed a guide which told me to first enter the command "wmic logicaldisk get deviceid,volumename,description" and then the command "sfc /scannow /offbootdir=[drive windows is on, in this case "d:"]\ /offwindir=d:\Windows. However, this returned the message, "Windows resource protection could not start the repair service." When troubleshooting this online I found a guide which said to enter "sc config trustedinstaller start=demand," which was supposed to return the message success but instead returned the message, "sc is not recognized as an internal or external command fromm boot command promptwindows 10." What do do?

Unable to run Microsoft Money Plus on Windows 10.

The steps for running Microsoft Money Plus in Compatibility mode does not work. Are there any other suggestions for this to work?
