Display Resolution and Windows Control Issues

Installed Windows 10 with a standard LG HDMI 1920 x 1080 monitor. Worked fine for awhile, then I started getting notification pop ups saying I should increase resolution beyond 1920 to something like 2300 pixels. Settings do not include this. Then the monitor began to occasionally jump and flicker uncontrollably. Simultaneously, the standard traditional Windows desktop screen with icons on the left will no longer display, the Windows start icon seems impaired, and I cannot reduce the size of windows from full screen. I have considered that the LG driver may be defective but does not seem to be the case.

    :)

Desktop display settings vs Control panel display settings.

Hello i a rather confusing issue only with windows 10.

I have 3 screens, my primary extends to the others.

Say i want to turn off one of the displays, i go onto the desktop, display settings and select the monitor disconnect this display. Then there is no way to reactivate the monitor unless i select duplicate this display, then after select extend this display.
    Very Annoying

But if i go into control panel, display and then change resolution. I get the same options i would have with windows 7, i can deactivate the monitor and then reactivate it by selecting extend this display.

How come it is like this??

How can i create a desktop shotcut that goes to Control Panel\All Control Panel Items\Display\Screen Resolution?

going through the desktop display settings is useless
