Windows 10: Display Setting change when I restart

I have a HP Spectre X360 14" convertible laptop. I have 2 displays hooked up to it and I keep the laptop closed.. The left display is the desktop and it is extended to the right display. When I do a "restart" the laptop the configuration changes, i.e. the left desktop data is now on the right and the extended display is on the left. But if I totally shut down the laptop and then start up the configuration comes up correctly, with the desktop on the left and the extension of the desk top on the right. How do I fix this so the desktop shows up on the left and the extension shows up on the right after a restart?

In Display settings, changing the scale of a display does not change its relative size when arranging with other displays

For us to properly isolate the issue with your display settings, we would like to know if you made any changes to your computer prior to the concern (e.g. updates, software installation). This issue might occur due to a corrupted display driver. We suggest
that you uninstall the display drivers and restart the computer (the drivers will be automatically updated after the restart). To do this, you may follow the steps below:

• Press Windows and X keys together.
• Click on Device Manager.
• Locate and expand the Display Adapter.
• Right-click on the Display Device.
• Click on Properties.
• Under the Driver tab, click Uninstall.
• Restart the computer after uninstalling the Display Device.

We also recommend that you try installing the latest display driver from the manufacturer's website.

How to save a multiple displays settings?

You may want to answer these questions to get more clarity on this issue:

1. May I know the make and model of the PC?
   
2. Did you try updating your display driver?
   
3. Are you getting any error message?
   

I suggest you to follow the below steps and check if it helps.

Steps 1:

1. Go to settings
   
2. Click on “System"
   
3. Then click on Display
   
4. Move your mouse to the monitor that needs to be set as primary and check the box
   "Make this my main display"
   
5. Under "Multiple displays" select "Duplicate these displays"
   
6. Then select “Keep this display settings”
   

Once you make these changes, you may restart the computer and check.
