Windows 10: Do I have a virus?

So, my pc has been acting weird when I try to shut down and then turn my pc back on again my taskbar will appear empty and every time I try to use it my mouse will switch to the loading icon and my screen will reset itself. And on multiple occasions, when I download anything or really minimize programs my desktop icons will appear like empty folders and then my screen will start to look white and eventually refresh. Both of these problems are never ending loops until I do a restart. Windows defender has not given me any warnings, so I am wondering if this means my pc is infected. Can anyone help me?
