How to get rid of pop ups

Why do I keep getting the pop up, Saying call a certain number from Microsoft, and I know its not.. How do I get rid of these popups.

Does anyone know how to get rid of Adchoice? My IE, email, everything is full of ads from Adchoice. I have ran three different anti spyware and antivirus programs, in safe mode and none of them remove it. I have ads I don't click on that start the audio
while I am watching a video and overrides the audio I want to hear. What these idiots don't understand is forcing an ad on people makes them more determined they would never buy their product in a thousand years. Everything I can find about uninstalling this
unwanted junk does not work. A few sites I have been on claim this is forced on us by Microsoft and it can not be removed. Also, since this all of a sudden appeared on my computer, the computer keeps locking up, running slow, running programs I have not clicked
on and doing other strange things.

 

How do I get rid of Pop ups?
