Windows 10: Does anyone know how to make the keyboard and the mouse start working again?

Hi , when I turn on my PC , the keyboard and the mouse doesn't work and it's making a bloop sound once and I can't type or do anything on the lockscreen and in desktop , someone had this problem and solved it? I don't know what to do
