This message has appeared in Windows 10 update log for the last few weeks.
Haven't been able to track it down.

Thank you for the additional information. Have you tried the steps I have provided to perform a clean boot and see if the issue persists? We also suggest doing a full scan using Windows Defender or your third-party anti-virus software if you have any.

Oh, forgot to tell that i can use cmd on another account, so sry for waisting your time...

Just hate cause it disables the cmd.

Before i had some program/cmd launch before explorer.exe that was really suspicious cause it ran a cmd,then it closed and explorer.exe ran...

You don't have to use it for it to be installed on your system, and if it's installed it will get updates.

There's be a spate of installed Store apps that have been updated recently but Windows shows the updates by product ID rather than name. Here's a similar thread about an update for Movies & TV. or 9WZDNCRFJ3P2 as Windows called it.
