    I'm a student, and I'm planning to buy an HP envy 360x for a multitude of reasons, the 2-in-1 functionality being one of them. Palm rejection is important to me, as I plan to use it as a notebook. Question is, is Windows's "palm rejection" feature require an active pen (completely canceling touch input except for the pen), or is it good enough to differentiate between a palm and a finger\passive stylus?

    You will not get good drawing experience without active pen like for example Wacom, ntrig, etc. AFAIK Your screen doesn't support active pen that means any creative work like drawing would be almost impossible or very hard with standard capacitive stylus. It probably will be better than finger but not much more. No palm rejection, no pressure levels and quite bad precision.

    Can I use a stylus or pen for typing on-screen?

    Not strictly true. You can't use any stylus, but there are special styleses that will work. For example, HTC have the following:
