Windows 10: Does Windows Update Increase Laptop speed?

Does Windows Update Increase Laptop speed? So I bought a new laptop and I found it's performance very low comparing with it's specs. It's an i5 8th gen with 4 gb ram. When i reported to the dealer they argued that it was because I didnt update the windows update. Does Windows Update really do a "Significant" amount of speed upgrade?

Although my internet speed is 16Mb/s, windows update speed is very slow on my pc.

I changed the Limit Resolvable Bandwidth Setting to 99%, but speed not increased.

How I can speed up windows update?
