Windows 10: Drag and Drop not working, can't move explorer windows, Windows 10 is up to date

I had a problem start yesterday that I can't resolve and it's really making PC use inconvenient: I can't drag and drop files, move desktop icons, move files within a folder, or move open windows on the desktop. I can copy and paste, and cut and paste.

An important clue I think is that there is another user of this PC. If I sign in as her everything works as it should. It's only my user account that is affected.

I've tried every suggested solution I could find other than ones that involved editing the registry or resetting the machine and reloading everything, or ones that involved hardware drivers since the other user uses the same hardware.

I've tried left click& esc, DISM restore health & SFC scan (fixed errors but no resolution to this problem), clean boot, minimal boot, restarting explorer, virus and malware scans. No resolution.

I thin this started after I was attempting to share a drive and received the 'enter network credentials' message which I exited out of since I wasn't sure of the credentials, but I'm not certain.

Any advice would be greatly appreciated. Thanks.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Copy and/or move operations fail to start whenever an empty folder is included in the folders to be copied/moved. This occurs when using 'drag and drop', 'move to' and/or 'copy to' within Windows Explorer (Windows 10 Home, up to date as of 11 JUN 16).

Not only is this very annoying - trying to locate the empty folder, so you can remove it/them from the files to be copied - but also extremely dangerous when you are led to believe that the entire folder structure has been replicated.

FYI: "xcopy /E /Y destination" also failed to copy the entire folder structure; it stopped at an empty folder, which it should not do, given the /E flag.
