    Perhaps your mouse button has become hyper-sensitive.
    You press and hold the left-button to drag. But the button/switch might be defective. It might double-click without you knowing it!
    A new mouse might solve the problem.

    When I try to drag icons and folders to new places on my desktop, they open instead of budging. How do I slow down the opening process so I can drag and drop them?

    Windows 10 - Change File Explorer default move/copy option

    Windows 10 - For fast file copy, I like to open two File Explorer windows, then drag and drop. Previous versions of Windows had a option whether the drag and drop would move or copy. Win10 defaults to move. How do I change it to do a copy instead?

    What is the location of these files that don't open? Can you open and save them successfully in Notepad if you use File > Open instead of drag-and-drop?

    • Start->Control->Mouse and adjust the double click speed.

    • If still does not work then the left Micro Switch in the mouse is stuck. Try another Mouse.

    You can also hold down the right click button when you move a file, when you let go, it will ask Move Here?

    Should I make the double-click speed faster, or slower?

    Tried the right-click trick and it works, though it's a hair more cumbersome.

    Dragging icons opens the files instead of moving them

    Making it slower should help.

    You could also try turning on ClickLock in the same settings page. A short hold after clicking will lock the window, icon or folder to the pointer and allow you to drag it without holding the button. Another click will unlock and leave it where you placed it.
