Windows 10: Emoji Panel does not show up - but I can use the emojis o.O

Before I start I will tell you that I've browsed through everything google showed me regarding emoji panel dissappearing or not working at all and I've checked what I think is "everything". I ended up reinstalling my entire system just to get emoji panel to work with a success. Emoji panel showed up and worked as should be. The problem appeared once I restarted my laptop.

So at the moment if I press WIN+. the menu is not showing up. What is intresing... If I press Win+. and then use my arrow keys, followed by enter... I can pick different emojis: It actually shows like I would be browsing through the emojis menu... The problem is I can not see the menu o.o

Any idea what can I do to fix it? Thank you.

1. When you say “having NO EMOJIS”, may I know where exactly you are looking for the emojis?
   
2. What is the build of Windows 10 running on your system? To check that, press the
   Windows key and R key, type winver and press
   Enter.

How to fix emoji keyboard not showing up using shortcut

Hi,

This issue is often caused by a corrupted or missing data file. To better isolate if this is a user profile specific or an emerging issue, we suggest that you create a new user profile and try to use the same keyboard shortcut to get the emoji keyboard to
show up. Here's the link for the steps on how to:
Set up accounts.

In the meantime, we'll give you the steps for a workaround to access the emojis. Here are the steps:

• Right-click on the Taskbar.
• Select the Show touch keyboard button option and a keyboard icon will show up on your
  Taskbar.
  
• Click the keyboard icon and select the emoji button.

Let us know how it goes and we'll assist you further if needed.

 

Win10 Emoji Panel Won't Open

Hi All,
I also posted this same question here...
Entering Emoji on Hardware Keyboard with Emoji Panel in Windows 10

Anyway,

I'm running the latest version of win 10 and the emoji panel will not open,
using either *Start+ ., or *Start + ; key's.

I've done a system file check and no integrity violations were found.

Is there a know service, that needs to be turned on/running for this to work?
Or maybe there's a setting I've overlooked, or perhaps turned off?

Any suggestion on how to correct this issue, would be greatly appreciated.

As a side note:
The emoji panel use to open as intended, but now it doesn't.
It also did not function, prior to the latest August 14, 2018 - KB4343909 (OS Build 17134.228) update.
